  • EPA EMISSIONS RULE STICKS TO TOUGH TARGETS– Final Environmental Protection Agency regulations to cut emissions from U.S. power plants are expected to maintain ambitious emission-reduction targets included in a draft proposal released last year but give companies more time to meet them. The EPA rule will put the first-ever federal limits on carbon emissions from power plants.

 

  • ILLINOIS’ CO-OP PROGRAM AMONG THOSE STRUGGLING– Illinois’ only nonprofit health insurance co-op has struggled with low enrollment and financial losses. Land of Lincoln Health had projected its net income to reach $28 million for 2014. Instead, a government audit found it had a net loss of $17.7 million. And Land of Lincoln’s 3,461 enrollees were less than 4 percent of the 94,249 it had expected to sign up.

 

  • CITY COUNCIL EASES RULES ON COMPOST DONATIONS– Chicago’s City Council on Wednesday approved an ordinance to track and legalize donations of uncooked food scraps to urban farms and community gardens that make fertilizer. Urban farms and community gardens accepting food scraps will now have to register with the city and maintain records of the scraps donated.

 

  • CHEAP OIL PROMPTS SHELL TO CUT 6,500 JOBS– Royal Dutch Shell (RDS.A) said Thursday that it will cut about 6,500 jobs and capital investment this year as it restructures and dumps some businesses to prepare for a “prolonged downturn” in oil prices.

 

  • ILLINOIS SET RECORD FOR SEAT BELT USAGE IN FRONT SEAT– Usage of seat belts by drivers and front-seat passengers in Illinois has reached an all-time high.  The Illinois Department of Transportation announced Thursday that the rate is at 95.2 percent, up from last year’s previous high of 94.1 percent.

 

  • BEIJING CHOSEN TO HOST 2022 WINTER OLYMPICS– Beijing was selected Friday to host the 2022 Winter Olympics, becoming the first city awarded both the winter and summer games.

 

  • ECONOMY POSTS SOLID 2.3 PERCENT GROWTH– The U.S. economy posted a solid rebound in the April-June quarter after a harsh winter, led by a surge in consumer spending and a recovery in foreign trade that bode well for the rest of the year. The Commerce Department said the gross domestic product grew at a 2.3 percent annual rate in the second quarter.
